Parking privacy notice
Who we are and what we do
Parking Management is responsible for civil parking and moving traffic enforcement in the London Borough of Redbridge. It is also responsible for the setting of charges for on and off-street designated parking spaces and parking permits, as well as the management and administration of these assets.
Why we need your information and how we use it
This privacy notice tells you what to expect when the Council collects your personal information. It covers your contact with the Council and its officers via email, written and telephone communication. This privacy notice applies to Parking and Traffic Services and relates to Penalty Charge Notices, related statutory notices, permits and their processing.
The London Borough of Redbridge as Data Controller is responsible for collecting and processing information required for statutory reasons under the Traffic Management Act 2004 (and associated regulations), the London Local Authorities Act and Transport for London Act 2003 (and associated regulations).
Processing in this context means the organisation, retrieval, consultation, use and deletion or destruction of information and its disclosure to other necessary agencies.
What type of information is collected from you
In order to carry out statutory services, it is necessary for the Council to collect and hold personal information about you. The information we collect may include:
- name
- address
- email address
- phone number
- vehicle registration number
- proof of vehicle ownership
- proof of residency
- proof of business
- CCTV footage and photographic images of your vehicle
Some examples of when we collect this information include when a vehicle is seen in contravention of parking, bus lane or moving traffic restrictions:
- we will contact the DVLA to obtain the Registered Keeper details in order to issue a Penalty Charge Notice/Notice to Owner
- if the vehicle is hired/leased then we request a copy of the hire/lease agreement from the registered keeper of the vehicle to enable the transfer of liability
- if the registered keeper has sold the vehicle, then we can obtain details of the new keeper from the registered keeper at the time of contravention
When applying for a parking permit:
- we may request you to apply information to enable us to verify your identity, residency at a specific address and ownership or a vehicle.
What do we use your information for?
We collect information about you for the following purposes:
- the keeper/hirer details are obtained to enable the Council to enforce the Penalty Charge Notice/Notice to Owner under the statutory process in place
- to ensure parking permits are issued to valid applicants
Who your information may be shared with (internally and externally)
To meet our statutory obligations, we may need to share the information you provide us with other professionals such as:
- Law enforcement agencies in connection with any investigation to help prevent unlawful activity

We will only share your information with internal departments and other service providers, contractors and/or partner bodies where necessary:
- to comply with a legal obligation
- where permitted under the Data Protection Act
- where the disclosure is necessary for the purposes of the prevention and/or detection of crime
- where it is necessary to allow a third party working for or on behalf of the Council
We will strive to ensure that any personal data in our care will be kept safe and that where your information is disclosed to a third party, we will seek to ensure that the third party has sufficient systems and procedures in place to prevent the loss or damage of personal data.
We will not use your personal data for third party marketing purposes without your prior express consent.
How long we keep your information
We will retain your data for two years after your case has closed.
