To consider the following Business Motion:-

(i) Motion to be Moved by Councillor Athwal, Seconded by Councillor F Hussain

This Council notes that due to Conservative Government policy, Homelessness and rough sleeping is on the rise, and Redbridge is not immune. The Government’s own National Audit Office has pointed to the government's welfare reforms as significantly contributing to homelessness of all kinds over the last six years, as well as having a light touch approach to tackling the problem.

This Council does, however, welcome the news that the Government will be setting up a £100m rough sleeping fund with the aim to end rough sleeping on England's streets.

This Council believes that this is finally a step in the right direction, however, recognises that more needs to be done to support those with no recourse to public funds, and many of those on our streets in Redbridge are unable to be helped by our services because of these inflexible rules related to no recourse to public funds persons.

This Council praises the Government for finally listening and including much needed mental health services to solve the problem, and help people off the streets, but expresses disappointment that, of the £100m announcement, around half is reallocation of resources; and the government’s plan to eradicate rough sleeping over 10 years is too long. Work needs to start now to provide Councils further flexibility and resources to help people off the streets.

This Council praises the efforts of voluntary sector groups such as Citizens UK, the Salvation Army, the Welcome Centre and others in Redbridge leading the way, and stepping up to the challenge of ending homelessness, particularly for those with no recourse to public funds.

This Council has a platform that we shouldn’t just be seeking to address street homelessness, but to end it; and this Council has an ambition to wipe out rough sleeping in Redbridge.

This Council therefore:

1. Requests that the Chief Executive write to the Prime Minister and Secretary of State for Communities, expressing these views and further calling for a change in policy on those with no recourse to public funds, and request that further funds be released to councils to have further positive impact in addressing homelessness and rough sleeping, particularly for those with no recourse to public funds;

2. Pledges to lobby the government to ensure all residents whether they have recourse or not to public funds are off the street and adequately housed; and

Further pledges to do all it can to end homelessness within the borough with or without the powers and support desperately needed from government.
