Statement of Licensing Policy
The authority will prepare and publish a Statement of Licensing Policy every five years. The policy informs all members of the public about which licence applications for the sale and supply of alcohol, the provision of regulated entertainment and the provision of late night refreshment will be considered.
View our newly revised Statement of Licensing Policy 2020-25 which covers the cumulative impact zone for the areas of Ilford Town Centre, Gants Hill and South Woodford as well as our licences from 1 November 2020 and may be updated again before the expiry date of 31st October 2025.

Update to Cumulative Impact Zones Policy
Summary of the Cumulative Impact Policy consultation
Every 3 years the Council is required to review, consult on and re-publish its Cumulative Impact Policy. This is due this year.
Cumulative Impact Zones are areas which are prescribed within the Council's Statement of Licensing policy as areas which are deemed to be saturated with venues licensed under the Licensing Act 2003, such as pubs, clubs, bars, off-licences and restaurants.
Redbridge Council currently has three Cumulative Impact Zones (CIZ) under the Cumulative Impact Policy. These are:
- Ilford Town (including Ilford Lane) CIZ
- Gants Hill CIZ
- South Woodford CIZ.
These CIZs were implemented based on evidence for of an increased level of crime and disorder, and anti-social behaviour and public nuisance related to a high concentration of licensed premises in these areas.
The Cumulative Impact Policy has been reviewed in terms of the evidence base for it and the Council is not proposing any change to the policy from this review. However, public and stakeholder consultation is important for us to understand if there is a need for changes to be made to the policy and the consultation questionnaire linked below allows us to better understand this.

Secretary of State Guidance
The Secretary of State has issued guidelines in accordance with Section 182 of the Licensing Act 2003. This guidance will be considered by the Licensing Authority when considering any application.

Information exchange
We will on request share certain information (subject to the Data Protection Act 1998 and any Memoranda of Understanding) with the relevant responsible authorities as defined in the 2003 Act and others that have a statutory duty to demand such information, e.g. HMRC.
Such information will only be used for the purpose for which it is obtained, will be securely retained whilst in the possession of the authority that has requested it, and will be securely disposed of when no longer required.
