Disabled band reduction scheme
If someone living at your address is permanently disabled, you might be able to get a discount on your council tax.
Your council tax can be reduced by one band.
Who can apply
You can apply if you can show that:
- the disabled person uses a wheelchair indoors
- the property has a second bathroom or kitchen for the use of the person with the disability
- a room in the property is used for a special purpose. For example dialysis, therapy or to store equipment
Items like stairlifts, handrails and other fixtures on their own do not qualify for the reduction.
How to apply
You'll need:
- your council tax reference number
We may need to visit you to check any changes made to your home.
The first section of the form should be completed by you. The second section needs to be completed by a professional person that is aware of your situation such as a doctor, social worker or nurse.

Severely mentally impaired people
If you live alone and have a severe mental impairment, you do not have to pay council tax and can apply for an exemption
If you live with other people, you can get a discount if you are older than 18 and have a severe mental impairment. Each person in the property with a severe mental impairment must apply separately.
What is severe mental impairment?
A person is severely mentally impaired if they have a severe impairment of intelligence and social functioning which appears to be permanent.
This can include people suffering from Alzheimer's disease and dementia.
Who can apply
To be eligible, the person's doctor will need to confirm the impairment.
The person must also be entitled to one of the following benefits:
- Incapacity benefit or Employment Support Allowance
- Attendance Allowance
- any rate of the daily living activity care component of Personal Independence Payment
- the highest or middle rate care component of a disability living allowance
- an increased rate of disablement pension for constant attendance
- Disability working allowance
- the disability element of Working Tax Credit
- Unemployability supplement
- Income Support Disability Premium
- Universal Credit (limited capability for work must be included)
- Constant Attendance Allowance or Unemployability Allowance
- Armed Forces Independence Payment

- your council tax reference number
- proof of the person's benefit entitlement
Apply for severely mentally impaired discount
If your situation changes
You must contact us if the situation for the person you care for changes or you are no longer caring for them.
