Care workers
Care workers are people who are employed, usually by a charity or local authority, to provide care.
To be considered a care worker, you need to:
- provide care or support to that person, and were introduced to him or her by a charity or local authority
- earn no more than £44 per week
- work for at least 24 hours a week
- live where the care is given or in premises which have been provided by your employer. This does not mean you have to live with the person you are caring for

- your council tax reference number
- average number of hours that care is provided each week
- copy of a payslip from your employer

Members of religious communities
You’re a member of a religious community where your main job consists of prayer, contemplation, education, the relief of suffering or any combination of these.
If you're a minister of religion, the property must be used as the main home and as a place from which you perform your office duties.
Each person must have no income or capital of their own.
The owner can claim a discount for members of a religious community who live in the property.
The property is exempt if it’s empty because it is being held for the use of a minister of religion.
How to apply
You'll need:
- your council tax reference number
- name and address of the religious community
- names of all adults living in the property and the date they moved in
- details of any income and savings
- letter from the head office of the religious community confirming that you fulfil the criteria

Visiting forces and diplomats
Your home will be exempt from council tax if you or your dependent is a member of a visiting force.
The dependent must not be a British Citizen or a permanent resident in the United Kingdom.
If you're sub-letting part of your home to a member of a visiting forces, you may be entitled to a discount.
How to apply
You'll need:
- your council tax reference number
- if you’re a diplomat, a letter from the Diplomatic Missions and International Organisation to confirm your status
- if you’re a member of the visiting forces, a copy of the certificate issued to you under Section 11 Visiting Forces Act 1952 by your government

International headquarters and defence organisations
We do not count members of international headquarters and defence organisations and their dependants when we work out how many adults live in a property.
The person who pays the council tax on this property may be entitled to a discount.

You'll need:
- your council tax reference number
- letter on headed paper to confirm you’re a member of an international headquarter or defence organisation
