Refuse and Recycling, in the Private Rented Sector

Complaints of how waste and recycling is stored in private rented properties is a significant issue for the borough’s residents. This page is dedicated to help landlords and tenants deal with this issue and prevent complaints from happening.

Landlords are responsible for providing adequate refuse disposal facilities in their rented properties. At the start of every tenancy, they should explain and provide details in writing of how the tenant should deal with their waste and recycling, when their collect day is and how to present waste. This is especially important for rental flats, where how to deal with refuse and recycling isn’t obvious.

For landlords with a property licence (selective or HMO) this notification and explanation requirement is a licence condition, if breached can result in the licence holder receiving a fine.

For bulky waste disposal, all residents are entitled to receive one free collection every 12 months (maximum of three items), which they need to pre-book.

If your tenant/s aren’t dealing with waste properly, then please speak to them and explain what they are doing wrong. Property Licence holders are required in the conditions of their licence to put appropriate management and monitoring systems in place to ensure that all gardens, yards, and forecourts within the curtilage of the property are kept in a reasonably clean and tidy condition.
