Skips, hoardings and scaffolding
This year’s Christmas Works Embargo will commence from 18 December 2024 and end on 3 January 2025 inclusive.
No works will be permitted to be undertaken during this period except immediate/emergency/urgent works under Section 54 of the New Roads & Street Works Act (NRSWA) 1991.
Works estimated or scheduled to be in progress beyond 18 December 2024 must be made safe and site cleared on or by 18 December 2024 to recommence on 6 January 2025.
Highway Licenses issued under the Highway Act 1980 shall be on hold during this period except for any emergency scaffolds/hoardings that are required.
You will need a licence from us for the following:
Skips
Unless you are going to store it on your own property, for example, your driveway, then you will need a licence.
Skip companies can be fined and prosecuted if they are found not to have a valid licence. The skip company will be contacted and the skip will be removed immediately.
Scaffolding
If you are going to put scaffolding up around a building on the public highway then you need a scaffolding licence.
Once you have applied for a Scaffold Licence, you would then also need to supply Risk Assessment, Method Statement and companies Public Liability Insurance.

Hoarding
If you plan to put hoarding around a building in Redbridge on the public highway then you need hoarding licence.
Once you have applied for a Hoarding Licence, you would then also need to supply Risk Assessment, Method Statement and companies Public Liability Insurance.

Building materials
If you would like to have sand, cement or any other building related material delivered to the roadside and stored on the public highway then you will need a building and materials licence.
All of the above licences are charged by the complete month, even if you only need the licence for a few days or a week.
Mobile crane and cherrypickers
If you wish to use a mobile crane or cherry picker on the public highway you will need a licence. A licence to place a mobile crane on the public highway is charged by the day.
Container
If you wish to use a Container Licence on the public highway you will need a licence. A licence to place a container on the public highway is charged by the month.
