Alcohol, Late Night Refreshment and Regulated Entertainment Licences

 

We are responsible for issuing all alcohol and entertainment licences to enable you to sell alcohol, late night hot food and drink or provide public entertainment in the Borough.

Change of business classes are dealt with by the Planning Team.

You can apply online or download the application forms from GOV.UK and post your written applications to us. These forms are available with appropriate guidance notes.

Pre-application advice service

Redbridge Licensing provides a value for money pre-application advice service and a ‘check and send’ service to support your licensing application made under the Licensing Act 2003.

We will help you apply for the correct licence to suit your business plans, including completing the application form and advising on which documents are required to accompany it. This will help mitigate any problems which may arise during the application process.

Our pre-application advice and ‘check and send’ services can help save you time and money, give you peace of mind, guarantee acceptance for your application for processing without delay and ensure you have provided the right information to support your application before submitting.

There is a nominal pre-application advice fee to cover our cost for this service which is based on the application type as shown in the table below.

Premises licence 

A premises licence is required for the sale or supply of alcohol, the provision of public entertainment or the provision of late night hot food and drink (between 23:00 and 05:00) at a specified venue.   This can include open spaces, stationary vehicles, vessels and stalls, to be used for licensable activities. Premises licences do not have expiry dates unless they are revoked, lapsed or otherwise cancelled. You can also apply for short term premises licences for large outdoor events or festivals. Alternatively, you can download the premises licence application form and post to the Redbridge Licensing Authority.  For any application for a new premises licence or to vary the supervisor, you must also provide a consent form from the premises supervisor (PDF 113KB) (only if you are selling alcohol).

Premises licence fees are charged according to rateable value.

Personal licence

A personal licence is for individuals to provide the sale of alcohol at a licensed premises and allows the holder to authorise the sale of alcohol at premises holding a premises licence. A Personal Licence costs £37. Payment can be made by calling 020 8554 5000 - please quote the payment reference on your application before submission to our office. (Postal address is at the bottom of this page)

Applications must be made to your local Licensing Authority where you reside.

To apply for a Personal Licence you must complete and submit the following:

  •  Application form
  •  The disclosure of convictions and declaration application form
  •  Your Level 2 National Certificate for Personal Licence Holders or Level 2 Award for Personal Licence Holders
  •  A basic disclosure issued within a month of your application being sent to the Licensing Authority
  •  Two passport sized photographs of the applicant, one correctly endorsed
  •  Proof that you are entitled to work in the UK

Club premises certificate

A club premises certificate is granted to clubs to provide licensable activities to their members and guests. It does not have an expiry date unless revoked, lapsed or otherwise cancelled. Alternatively, you can download the club premises certificate application form

Provisional statement

A provisional statement is granted by us on the basis of intended use.  You can apply to convert a provisional statement a full licence when the work has been done, and providing nothing has changed. Alternatively, you can download the club provisional statement application form

Temporary events notice

A temporary event notice (TEN) is granted for short term events at premises not usually used for the activity.  The fee is £21. You can apply for this licence online to sell alcohol at a fete, extend opening hours or for live music events. Alternatively, you can download the temporary event notice form and post or email it to us.

Please ensure you read the TEN guidance notes before submitting the application as the Licensing Department will not refund the fee of invalid or rejected applications.

 

Need to change your licence? 

Notification of change of name or address

Holders and Designated Supervisors of Premises and Personal Alcohol Licences, and Club Certificates are under a legal obligation to notify the licensing authority of any change in their name or address. To change your address, the original personal licence must be returned to the Licensing Department along with the fee (PDF 306KB) and the application form (PDF 109KB). An amended licence will then be sent to you in the post.

Premises Licence Transfer

If requested, the Transfer has immediate effect as soon as the application has been received and accepted by the Licensing Authority and copied to the Police and the Home Office. Once the application has been accepted, the Licensing Authority will notify the Police and the Home Office (Immigration Enforcement) who then have 14 days in which to object to the Transfer.

If there is no objection received, the application will be granted and an amended Premises Licence will be emailed to you electronically. If the Licensing Authority receive an objection then you will be informed accordingly.

Applying to Transfer a Premises Licence

In order for a Premises Licence to be transferred, an application must be made to the London Borough of Redbridge Licensing Authority and the following must be submitted:

  • Premises Licence Transfer application form. Form to be completed by the incoming Licence Holder or by an agent/solicitor working on their behalf.
  • Consent of Premises Licence holder to Transfer. Form to be completed by the outgoing Licence Holder(s).
  • Premises Licence. Return the full licence, or relevant part thereof.
  • Documentation showing your right to live and work in the UK. Individual applicants and applications from partnerships which are not limited liability partnerships must now demonstrate that they have the right to work in the UK. Please see Section 6 of the Transfer application form details the documents which can be used.
  • £23 application fee. Cheques made payable to London Borough of Redbridge. Card payments can be made by calling 0208 554 5000

Our local licensing rules - Statement of Licensing Policy 

We have to prepare and publish a Statement of Licensing Policy every five years. The policy tells you which licensing applications for the sale and supply of alcohol, the provision of regulated entertainment and the provision of late night refreshment will be considered.

Our new revised Statement of Licensing Policy 2020-25 (PDF 249MB) is now available and covers our licences from 1 November 2020 and may be updated again before the 31st October 2025 expiry date.

 

Information exchange

 We will on request share certain information (subject to the Data Protection Act 1998 and any Memoranda of Understanding) with the relevant responsible authorities as defined in the 2003 Act and others that have a statutory duty to demand such information, e.g. HMRC.

Such information will only be used for the purpose for which it is obtained, will be securely retained whilst in the possession of the authority that has requested it, and will be securely disposed of when no longer required.

 

Public register

Under the Licensing Act 2003, we are required to keep a public register that holds information on licences and certificates we issue as an authority.

The public register lists all premises licences, club premises certificates, personal licences and temporary event notices received by the licensing authority. The register shows current applications as well as historic information.

Applications, licences and supporting documentation are available to view by appointment only at Lynton House.

Copies of the application or licences are available at a cost of £10.50.
